Every AI answer is built from work someone made. There is no record of which work it was, who owns it, or on what terms it could be used. That single missing record costs each part of the chain something different.
A doctor, a lawyer, a researcher, an analyst cannot act on a claim they cannot source. That is not a preference, it is a condition of the work. Today an AI system returns fluent text with no way to check what it was built from, or whether anyone had the right to use it.
Provenance and citation are what make an answer usable. When the work behind an answer is registered, the citation exists.
News Corp and OpenAI signed one. So did a handful of others. Below that tier, the overhead of a bilateral deal exceeds the licensing revenue, and the long tail — which is most of what a model needs — is reached by nobody.
A lookup will answer one question before you use a work: is it registered, who claims it, and on what terms. Every lookup will return a signed, timestamped record. That record is your evidence, for a regulator, a court, or a customer who asks what your answer was built from.
Today you have three options, and none of them is good. Sue. Sell the whole catalogue to one buyer. Or block the crawlers and earn nothing.
Registration is the fourth. You fingerprint the work in your browser — the file never leaves your device. You set the terms: no AI use permitted, or AI use permitted with attribution. The record says this work, this owner, these terms. Anyone holding the file you registered can look it up.

Photographs, video, and audio are different — every platform re-encodes them, so a circulating copy no longer matches an exact fingerprint. Serving them honestly needs a second kind of fingerprint, one that survives re-encoding. It has a reserved place in the registry’s design and is on the roadmap; until it ships, we do not claim it.
Datasets, CAD and engineering files move as exact files between parties, so exact matching serves them today.
Settlement is not live. Registration and the record are. The record is what payment will be computed from when settlement exists.
The customer needs an answer they can cite. The lab needs cleared, citable supply to sell into that demand. The rights holder supplies it, and gets a record and terms in return.
